The Financial Intelligence Agency has developed its maiden Strategic Plan, a landmark framework that reflects the Agency’s unwavering commitment to safeguarding the integrity of Botswana’s financial system. This Strategy is anchored on seven (7) strategic pillars, each carefully designed to strengthen institutional capacity, deepen collaboration with stakeholders, and ensure the effective delivery of FIA’s mandate in combating money laundering, terrorist financing, and proliferation financing.

Aligned with the FATF Recommendations, Botswana’s AML/CFT/CFP National Risk Assessment, and national priorities such as Vision 2036 and the Botswana Economic Transformation Programme (BETP), the Strategy provides a clear roadmap for the Agency’s future

Strategic Pillars

Pillar 1: Automation and Digitalization

This pillar focuses on guiding the automation and digitalisation of FIA processes to enhance operational efficiency. It promotes the use of technology to streamline internal workflows, strengthen reporting systems, and improve the Agency’s capacity to process financial intelligence effectively. As part of this initiative, FIA will design and implement an integrated Data Hub and Statistics Database to centralise AML/CFT/CFP information. This development aligns with FATF Immediate Outcome 6 and will significantly enhance the Agency’s ability to collect, analyse, and disseminate actionable financial intelligence. Ultimately, it will strengthen investigations and enforcement outcomes, ensuring that FIA delivers timely and impactful intelligence to its stakeholders.

Pillar 2: Culture and Leadership

This pillar underscores the central role of people, values, and leadership in driving the FIA’s strategic success. It focuses on shaping an organisational culture rooted in integrity, professionalism, collaboration, and continuous learning, while developing leaders who are empowered to inspire, guide, and transform.  By nurturing leadership at all levels and embedding a culture of innovation and shared responsibility, the FIA aims to strengthen its institutional resilience and enhance its effectiveness in addressing complex and evolving AML/CFT/CPF challenges.

Pillar 3: Future Fit People

This pillar seeks to build an agile, adaptable, and forward-looking workforce. It supports the development of skilled and high-performing employees who are prepared to respond to emerging financial crime risks and technological changes.

Pillar 4: Collaboration

Collaboration focuses on strengthening domestic and international partnerships. Through information sharing and cooperation with relevant stakeholders, the Agency enhances its ability to combat money laundering, terrorist financing, and proliferation financing.

Pillar 5: Financial Intelligence and Research

This pillar supports the Agency’s strategic response to financial crime through research and analysis. It focuses on identifying emerging money laundering, terrorist financing, and proliferation financing trends to inform policy, intelligence development, and operational decisions.

Pillar 6: Process Improvement

Process improvement focuses on modernizing the Agency’s core processes, systems, and resource allocation mechanisms. This pillar supports better responsiveness to the evolving financial crime landscape and improves the efficiency of the Agency’s operations.

Pillar 7: Legal Framework

This pillar focuses on strengthening the FIA’s legal and regulatory environment. It supports alignment with international standards and ensures that the Agency has an effective framework to carry out its mandate.
